Mogens graduated in 1974 as Msc(econ) from University of Copenhagen and joined the Ministry of Economy and Business. He has held various positions in the Ministry spanning from export credits over administrative tasks to industrial policy. Mogens joined the Danish Maritime Authority in 1996 and has worked with development of framework conditions for the Danish Maritime Cluster – The Blue Denmark. Central tasks have been: Establishment of the maritime network organization Maritime Development Center of Europe – 1998; Maritime Growth Policy 2004 – a policy paper on development needs for the maritime education system in Denmark; The Danish Maritime Cluster – an agenda for growth – 2006; A maritime research, development, demonstration and innovation platform – 2007; Project manager for the EU Motorways of the Sea project North Europe LNG Infrastructure – 2010 to 2012
